Former leader of ‘violent’ New York gang could be hiding in North Carolina, FBI says

A wanted former “violent” New York gang leader could be in North Carolina, officials say.

Jamar Manners, also known as “Gutter,” is the former leader of the Elm Street Wolves, a “violent street gang” in Yonkers and has been federally charged with possession of a firearm by a felon, according to a release from the Federal Bureau of Investigation New York Office.

He has served in federal prison for a gang conviction and has violated his probation twice, the FBI says.

Agents were searching for Manners in Westchester County, New York for his second violation when they saw him jump out of a car and run off on Dec. 17, the FBI says. A loaded gun was found in the car.

Manners “has ties” to Fayetteville and Raleigh, according to the FBI Charlotte Division, and he could be in the state.

The FBI is offering up to $5,000 for information leading to his arrest, the release says. Anyone with information is asked to call the FBI Westchester Safe Streets Task Force at 212-384-1000.
