Regarding the April 23 news article “Feds analyze violence in Durham”: I hope this analysis will answer a question that has been on my mind since December 2013: How could an unarmed teenager with his hands handcuffed behind his back shoot himself in the head?

The official explanation provided by the Durham police chief that “it has happened in other jurisdictions” was wholly inadequate.
