Tom Clere: Learn how to use ACA efficiently

The blunt honesty of the chief actuary of Blue Cross Blue Shield of North Carolina is to be appreciated when, in his July 10 letter “The ACA role in rates,” he warned that, compared with traditional customers, its Affordable Care Act enrollees “are visiting the emergency room more often and using expensive emergency care and imaging services.”

Is it surprising that people who have never before received regular medical care may not know how to use it effectively? Is Congress going to continue its effort to repeal the ACA or for the first time work to improve it?
