John Dowd: Poverty limits success in education
Regarding the July 22 news article “Experts diverge on schools” about the current round of Leandro hearings: Is it not possible that in fact the State Board of Education and the Department of Public Instruction are doing everything possible to ensure a sound and basic education for all and that perhaps the issue of academic underachievement is more deeply rooted in a culture of poverty in which, despite educational intervention, the deck is simply stacked against these students?
