John A. Shaw: Public must be involved in environmental plan

House Bill 571 is a bad idea; big policies are best when built through the stakeholder process.

When Attorney General Roy Cooper sent a letter encouraging legislative leaders to support a stakeholder process to develop a way for North Carolina to meet the EPA’s Clean Power Plan, DENR Secretary Donald van der Vaart attacked him for it with an Aug. 15 Point of View “Cooper’s puzzling EPA stance.”

Why doesn’t the McCrory administration want to engage the public in developing the best plan for North Carolina?
