Daniel B. Martin: Bring back Souter

Maybe retired Supreme Court Justice David Souter is willing to come back for 18 months and then retire again.

President Obama could appoint Souter to the Supreme Court and say, “We don’t need hearings to examine his temperament and qualifications. He was already confirmed once and once is enough. That constitutional requirement has been satisfied.”
