Joe Marsala: Surplus of sorriness

Regarding the July 15 news article “McCrory signs budget, touts teacher pay raises”: When I first came to North Carolina, I was impressed with the beauty of our highways. Sadly in the past few years they have gone downhill.

While Gov. Pat McCrory brags about our budget surplus, the grass is 2 feet high, and trash is everywhere.
