Investigative panel updates infractions cases. What’s the latest for NC State?

A panel of independent investigators that is reviewing infractions allegations against the N.C. State men’s basketball program and its previous coaching staff released an update Monday on the Wolfpack’s case.

The 15-member Independent Accountability Resolution Process is “responsible for reviewing select complex infractions cases,” analyzing the allegations and the school’s response to those charges, then deciding on penalties. The IARP deals with cases referred to it by the NCAA.

According to information released Monday, the panel conducted a hearing Aug. 9-10 related to N.C. State’s case — the most recent update to the Wolfpack’s timeline. The exact details of that hearing were not known.

Monday’s release was the first public update on the case since December 2020.

The update did not include any projection for a possible end date in the matter. The timeline offers some transparency in what steps are being taken in regards to the case.

The IARP was created in August 2019. It came after recommendations from the Commission on College Basketball, chaired by former U.S. Secretary of State Condoleezza Rice.

N.C. State was one of several high-profile college basketball programs tied to the FBI’s investigation into fraud and corruption in college basketball, which led to the creation of the Rice Commission. Decisions of the IARP panel are final and not subject to appeal.

The school was given an official Notice of Allegations by the NCAA in July 2019. The Wolfpack basketball program was charged with two Level I violations involving former guard Dennis Smith Jr. former head coach Mark Gottfried and assistant coach Orlando Early. N.C. State responded to the notice in December 2019.

The investigation into N.C. State involves former Adidas consultant Thomas Gassnola working with Early, an assistant under Gottfried from 2011 to 2017, and Smith’s trainer Shawn Farmer, to funnel $40,000 to Smith’s family in exchange for Smith’s commitment in October 2015.

“I gave Orlando Early $40,000 to give to the family of Dennis Smith,” Gassnola testified in federal court in October 2018. Smith, who played one season at N.C. State before leaving for the NBA draft, now plays for the Portland Trailblazers. Gottfried was fired by the school in February 2017 and coached at Cal State Northridge for three seasons before being placed on leave in April.

N.C. State’s case was one of several colleges where the IARP timeline was updated. The IARP timelines released also included Arizona, Louisville, Memphis and LSU.

Since the start of 2021, 10 new entries regarding N.C. State’s case have been added to the case’s timeline:

  • Feb. 1, 2021: Notice of allegations amended.
  • March 17, 2021: Case management plan status conference.
  • March 19, 2021: Amended case management plan issued.
  • May 3, 2021: Supplemental responses submitted by N.C. State and former head men’s basketball coach to amend notice of allegations.
  • June 16, 2021: Resolution of pre-hearing procedural issues issued.
  • July 13, 2021: Final pre-hearing submission brief submitted.
  • July 15, 2021: Correspondence from NCAA Vice President of Hearing Operations.
  • July 28, 2021: Hearing status conference conducted.
  • Aug. 4, 2021: Hearing status conference report issued.
