Democrats Joe John and Marguerite Creel are running for the nomination for North Carolina House of Representatives in District 40 in Wake County. The winner will face Republican candidate Marilyn Avila and Libertarian candidate Michael Nelson in November’s general election. John is the incumbent in the district.

Civic involvement: I have taught many government managers to practice good ethics in Masters of Public Administration programs at UNC-Chapel Hill and UNLV. As a former court administrator and manager of a county department, I model respect for citizens, accountability and excellent fiduciary practices.

School test scores dropped during the COVID-19 pandemic. What should North Carolina do to improve student performance?

We need more electives (e.g., art, music, sports, computers, languages, robotics); advanced learning classes; thoughtful use of in-person and on-line methods; low teacher-pupil ratio summer classes for struggling students; textbooks; and pathways to professional licensure for STEM and trade majors.

What do you want to happen in North Carolina if Roe v. Wade is overturned?

The North Carolina legislature should adopt abortion laws which are in the best interest of its citizens. In many policy areas (e.g., health, education, business, energy), the legislature has preeminent jurisdiction. I support restrictions on abortion.

What should North Carolina do to reduce violent crime?

A good education is the best defense against violent crime. I propose funding educational pathways for trades, from middle school through professional licensure, to develop careers. Foreigners convicted of violent crimes need to be immediately removed and barred from future residence in North Carolina.

Should medical marijuana be legalized in North Carolina?

Yes

What should the state’s minimum wage be? What policies would you support to help struggling North Carolinians?

I support an enhanced, world-class education to be delivered via public schools and the university system. Access is important which is why I propose prioritizing North Carolina citizens for admission. For the elderly, I am proposing no property tax on their primary residence.

Should North Carolina expand Medicaid, and how?

In many areas (e.g., health, education, energy), the legislature has preeminent jurisdiction. I propose funding for free medical, optical and dental care in NC to those aged 70+, via clinics across the 100 counties. The federal government should devolve funding to the states for direct delivery.

Is there an area where you disagree with your party? Why?

Political parties are designed to elect candidates. In a two-party system, there will be great diversity of opinion among individual voters and between candidates. Voters should consider electoral platforms. Priorities for my term will be in the areas of energy, the elderly and education.
