Gretchen Niver: Obstruction then and now

According to the Feb. 4 letter “Not a time for obstruction” on Neil Gorsuch’s nomination to the Supreme Court, he should be confirmed because “this is not a time to be obstructionist.”

So when was that time; when Obama nominated the supremely qualified Merrick Garland or tried to get so many other things done during his administration?

Was it OK for Congress to be obstructionist then?
