Norma Schrader: Scaffolding collapse questions

Regarding the April 1 news article “Help sought for collapse victims”: Noticeably absent from all the coverage the scaffolding collapse has generated is any reference to whether the prime contractor or sub-contractors carried liability insurance, had paid their fair share into the Workers’ Compensation Program or whether these unfortunate victims were carried as employees or independent contractors on the company roles. If not, why not?
