Hallie Turner, a 15-year-old Enloe High School student in Raleigh, is petitioning the state to issue a rule to reduce carbon dioxide emissions. Two years ago, she was in Wake County Superior Court seeking judicial review of the state Environmental Management Commission's 2014 decision not to hear a similar petition. Hallie, a climate change activist since the fourth grade, was inspired to take up the issue after reading Al Gore's book, "An Inconvenient Truth: The Crisis of Global Warming."
